My dishes and pots are not clean on the top basket

The top basket is fed pressurised water via a feed tube, either running up the rear wall or side wall of the cabinet, internally so you can see it or externally of the stainless cabinet. In either case the diameter of the supply tube allows debris to enter the top spray arms. This debris can be any of the following:

1) Celophane and carton wrapping

2) Glass and crockery chips

3) Food, ring pulls coins and anything else left on plates

4) wood, tooth picks etc......

All sorts of foreign objects make their way into the spray arms and block the jets. The two venturi holes on the extreme edges of the spray arms are the driving holes, water coming out of these forces the rotation of the spray arm. Once blocked the spray arm is going nowhere. Once the other holes start to block the spray pattern is interupted and the result is poor cleansing of the upper basket.

Have a look at the upper spray arm, it'll easily remove for you to clean it.

Also worth inspecting the docking joints between the upper spray arm and the upper spray arm feed tube, any poor joints and the same fault occurs, poor wash performance of the upper basket.
